Major accidents are frequently traced to failures in safety management systems. Even when significant effort has gone into perfecting these systems, they remain fallible. It is largely for this reason that the concept of safety culture has been receiving widespread attention for a number of decades.
What is safety culture?
There is no universally accepted definition of safety culture. Uttal’s (1983) definition of safety culture captures the key components: ‘shared values (what is important) and beliefs (how things work) that interact with an organisation’s structures and control systems to produce behavioural norms (the way we do things around here).
